The Project Raises Awareness Among Entrepreneurs on Labor Legislation, Occupational Safety, and Human Resource Management.
As part of the “DOST Inspector” project jointly implemented by the State Labor Inspection Service under the Ministry of Labor and Social Protection of Population and the National Observatory on Labor Market and Social Protection Issues (operating under the same Ministry), a meeting was held with small and medium-sized enterprise (SME) entities at the “Baku SME House”, organized by the Small and Medium Business Development Agency (KOBIA).
The event aimed to raise awareness among small and medium business entities on topics such as labor legislation, occupational safety, and human resource management, as well as to listen to the practical challenges they face and provide support in these areas.
Samir Humbatov, First Deputy Chairman of the Board of KOBIA, emphasized that enhancing entrepreneurs’ legal literacy and strengthening their social responsibility remains a key focus for the Agency. He highlighted that projects like “DOST Inspector” serve precisely these purposes and noted the project’s value in increasing awareness among entrepreneurs regarding labor laws and occupational safety.
Elnur Safarli, Chairman of the Board of the National Observatory, provided information about the project. It was noted that within the framework of the project, technical and methodological support has been provided to address challenges encountered during the transition of employment contracts to electronic documentation in public and private sector institutions through the implementation of the “Labor and Employment” subsystem. The current state of human resources management was evaluated, and training and consultations tailored to individual enterprises were delivered. Touching upon the importance of cooperation with KOBIA, Mr. Safarli noted that SMEs are a vital force in ensuring labor market flexibility and that new businesses joining the project will also be supported in this direction.
Deputy Head of the State Labor Inspection Service, Azar Rahimov, underlined that regulating labor relations and protecting employee rights are among the top priorities of the Service. He discussed the project’s role as an effective communication platform between the Service and employers and emphasized its preventive and methodological significance in preventing violations of labor laws. He also noted the project’s positive contribution to fostering a culture of self-assessment among employers.
In conclusion, a presentation was delivered inviting entrepreneurs to participate in the project, and questions related to labor legislation were addressed.
