Entrepreneurs can obtain support on the investment opportunities of the region, benefits and incentive mechanisms for the implementation of business projects by applying the service network of KOBİA in the region.
The extensive restoration and reconstruction works carried out in the territories liberated from occupation, the establishment of modern infrastructure, and the benefits and incentive mechanisms applied by the government make the region one of the attractive locations for investment. The Karabakh and Eastern Zangazur Economic Regions have extensive investment opportunities in such sectors as agriculture, industry, tourism, services, logistics, etc. Local and foreign entrepreneurs wishing to invest in the region can apply to the regional service network of the Small and Medium Business Development Agency (KOBİA).
The regional service network of KOBİA operates at the following addresses:
- City of Lachin, administrative building of the Restoration, Construction and Management Service (Heydar Aliyev Street, entrance 172);
- Agali village, Zangilan District, State Services Center;
- City of Kalbajar, service center in the administrative building of the DOST Center;
- City of Fuzuli, service window at the Fuzuli service point of the Karabakh Regional DOST Center;
- City of Shusha, “Shusha SME House” at the State Services Center.
Regional representatives of KOBİA provide entrepreneurs with information on the economic potential of the region, investment opportunities and promising activity areas. The Agency provides professional consulting services on government support measures for the establishment and development of business (benefits related to taxes, customs and utility services, financial support, investment promotion, etc.). At the same time, KOBİA supports the coordination of entrepreneurs with the relevant state bodies, the coordination of their appeals, and the prompt resolution of issues arising during the implementation of investment projects.
It should be noted that in January-August 2026, up to 400 appeals related to the territories liberated from occupation were received by KOBİA from entrepreneurs. Nearly 370 of the appeals are related to investment projects. Of the appeals, 77% cover the fields of trade and services, 6% agriculture, 8% industry, and the remaining 9% construction, tourism, healthcare, education, culture, transport and logistics.
