The meeting discussed the mechanism for the phased implementation by private sector entities of services provided by state bodies to SME entities, exporters and investors.
The next meeting of the permanent Coordination Group operating under the Small and Medium Business Development Agency (KOBİA), under the Ministry of Economy, was held.
At the meeting organized with the participation of representatives of the relevant state bodies represented in the Coordination Group, discussions were held on a new mechanism envisaging the phased implementation by private sector entities of services provided by state bodies to micro, small and medium entrepreneurship entities, exporters and investors.
Elnur Aliyev, Chair of the Coordination Group and First Deputy Minister of Economy, noted that the development of entrepreneurship and improvement of the business environment are among the priorities of the economic policy implemented in the country. The optimization and digitalization of services in this area and the application of innovative approaches are of great importance. Joint discussion and development of the new mechanism with the participation of institutions responsible for the development of entrepreneurship will enable the final document to be prepared in a more comprehensive manner.
At the meeting, proposals on mechanisms for the phased implementation by private sector entities of services provided by state bodies to micro, small and medium entrepreneurship entities, exporters and investors were presented, the views of representatives of state bodies on the proposed approach were heard, and their questions were answered.
It should be noted that, by the Decree of the President of the Republic of Azerbaijan dated 24 February 2026, instructions were given to develop mechanisms for the phased implementation by private sector entities of services provided by state bodies to micro, small and medium entrepreneurship entities, exporters and investors. Currently, the state determines policy in the field of entrepreneurship, services to business entities are provided by state bodies, and the results of these services are monitored. With the implementation of the new mechanism, the phased transfer to the private sector of operational, technical and organizational functions related to the provision of services to business entities is envisaged. When the relevant mechanism is developed, special attention will be paid to such issues as ensuring the continuity and quality of services provided to business entities, maintaining the social accessibility of services, ensuring the security and confidentiality of data, as well as preventing conflicts of interest.
The permanent Coordination Group operating under KOBİA was established by Resolution of the Cabinet of Ministers dated 13 January 2024. Representatives of around 30 state bodies are represented in the Coordination Group.
