Public Discussion on Draft Technical Regulations on the Safety of Products Intended for Children and Minors Held

Within the framework of the event, participants discussed the key safety requirements of the new technical regulations, the anticipated benefits of their application, and their advantages in ensuring the protection of consumer rights. The opinions and proposals of entrepreneurs were also heard.

Jointly organized by the State Service for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan and the Small and Medium Business Development Agency (KOBIA), a public hearing and discussion were held at the “Baku SME House” on the following draft technical regulations: “On the Safety of Equipment for Children’s Playgrounds,” “On the Safety of Toys,” and “On the Safety of Products Intended for Children and Minors.”

At the event, speeches were delivered by Elmaddin Guluyev, Head of the Standardization, Technical Regulation and Certification Department of the State Service for Antimonopoly and Consumer Market Control, and Elnur Aliyev, Head of the SME Friendly Department of KOBIA.

During the presentations, participants were informed about the essence of the technical regulation system, the work carried out and targets set in this area, as well as the strategic role and importance of technical regulations in establishing and improving the national technical regulation framework. Entrepreneurs were also invited to actively participate in the public hearings and share their views and recommendations.

A presentation was then made covering the scope of the draft technical regulations, the main safety requirements reflected therein, their application in the field of conformity assessment, and their expected positive impact on consumer markets.

The event concluded with a question-and-answer session, where participants engaged in active discussion, expressing their opinions and proposals.

For information, it should be noted that a series of events will continue to be organized by the State Service for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan to encourage the active participation of stakeholders in the development of technical regulations and to hold public hearings and discussions on other new national draft technical regulations.

Note: Within the implementation of the “State Program on the Alignment of the National Standardization System with International Requirements for 2023-2025,” approved by the President of the Republic of Azerbaijan, 43 national draft technical regulations have been developed by the relevant state authorities. Of these, 22 draft regulations have been made available for public hearing and discussion on the official website of the Agency (https://competition.gov.az/az/page/qanunvericilik/texniki-reqlament-layihelerinin-ictimai-dinlenmesi-ve-muzakiresi) in order to collect feedback and suggestions from interested parties.
