Entrepreneurs can apply to SME Houses to obtain licenses 18.09.26

Information support on licensing is provided to entrepreneurs at SME Houses, and it is possible to apply for a license.

Entrepreneurs can currently also apply to SME Houses to obtain licenses for 23 types of activity (except for cases arising from state security, as well as activities in the field of financial markets). At SME Houses, entrepreneurs can receive information support on obtaining licenses, submit an application, provide the required documents and receive the completed document. Carrying out the entire licensing process in a common location, at SME Houses, enables entrepreneurs to save time and operating costs.

For obtaining a license, entrepreneurs, in the territory where they will carry out their activities, can apply to the Ministry of Economy electronically through the “Licenses and Permits” portal, in addition to the relevant SME Houses and ASAN xidmət centers. Detailed information on licenses can be obtained from the “SME Houses” section of the www.smb.gov.az website, as well as from the “Licenses and Permits” portal (https://lisenziya.gov.az/).

It should be noted that a license is an official document providing a legal basis for carrying out a certain type of business activity. The list of types of activity requiring a license is determined by the Law of the Republic of Azerbaijan “On Licenses and Permits”. The list of documents required to obtain a license varies depending on the type of activity. Where the submitted documents comply with the requirements of legislation, the license is issued within no later than 10 working days. A state fee is paid for the issuance of a license. A 50% discount on the state fee is applied for the purpose of promoting entrepreneurship in the regions. Except in other cases stipulated by legislation, a license is issued for an indefinite period.

Through the SME Houses operating in Baku City, Ganja City, Khachmaz, Yevlakh and Shusha cities, 379 licenses have been issued to entrepreneurs up to the present time. The licenses issued mainly covered construction and installation works for the construction of buildings and structures for which a construction permit is required, private medical activity, pharmaceuticals, sale of veterinary medicines, express postal services, import of plant protection products and agrochemical substances, and other types of activity. On the whole, as of 1 September 2026, 20,397 licenses have been issued by the Ministry of Economy in various fields.
