Projects that have received the "Startup" certificate cover the fields of fintech, education, public catering, ICT, industry, tourism, business digitalization, and e-commerce.
In January-June 2025, 54 micro and small entrepreneurs applied to the Small and Medium Business Development Agency (KOBIA) to obtain a “Startup” certificate. In accordance with the “Criteria for Determining a Startup” approved by the Decision of the Cabinet of Ministers dated January 29, 2021, the Council of Experts decided to issue a “Startup” certificate to 27 micro and small entrepreneurs.
Of the entrepreneurs who received the certificate, 23 are legal entities and 4 are individuals. Of them, 23 are micro and 4 are small business entities. 20 of the SMB entities that received the “Startup” certificate operate in Baku, and 7 in the regions. 4 of the entrepreneurs who received the certificate are women.
Projects that have received the "Startup" certificate are mobile applications and online services that include innovative solutions in the fields of fintech, education, public catering, ICT, industry, tourism, business digitalization, and e-commerce.
In total, 215 micro and small businesses have been granted "Startup" certificates so far.
Note: The issuance of the “Startup” certificate began in 2021. This document is issued by the KOBIA. The “Startup” certificate exempts the entrepreneur from profit or income tax on income from innovation activities for a period of 3 years. At the same time, the “Startup” certificate increases the interest of local and foreign investors in the project and facilitates access to foreign markets.
