A meeting of the Standing Coordination Group under the Small and Medium Business Development Agency (KOBIA) was held at the Baku SME House. Discussions focused on optimizing government services provided to entrepreneurs, integrating those services into the G2B portal, and ensuring the efficient operation of SME Houses.
The meeting brought together representatives from relevant government institutions that are members of the Coordination Group.
Chair of the Coordination Group and First Deputy Minister of Economy, Elnur Aliyev, emphasized the importance of this platform, recalling the assignments given during the Group’s inaugural meeting in 2024. He noted that the platform plays a key role in putting forward new initiatives and projects in support of the SME sector, exchanging updates on ongoing activities, holding consultations, and jointly exploring solutions to emerging challenges.
Chairman of the Board of KOBIA, Orkhan Mammadov, presented a report on the implementation of the tasks and decisions adopted within the framework of the Coordination Group. It was noted that taking into account proposals from relevant state bodies, an Action Plan for 2025 has been developed. A dedicated working group has been established to oversee the optimization of government services delivered to business entities, with participation from 19 government institutions, including the Ministry of Economy. Preliminary criteria for service optimization have already been drafted and subsequently refined based on the feedback and recommendations of the relevant authorities. Additionally, all services and information integrated into the G2B platform have undergone a comprehensive audit. As a result, by May 1, 2025, more than 1,500 services from 144 government entities were successfully integrated into the G2B portal.
Chairman of KOBIA also provided updates on the current and upcoming operations of SME Houses across the country.
The meeting further addressed the organization of efforts to optimize paid services listed in the G2B services registry. Discussions were held on proposed optimization criteria and the formation of focus groups. Presentations were delivered on ensuring operational efficiency within SME Houses and “E-KOB Evi” portal, followed by a review of proposals from government representatives.
It should be noted that, pursuant to a resolution of the Cabinet of Ministers dated January 13, 2024, the Standing Coordination Group under KOBIA was formally established. This collegial body, operating on a public basis, consists of representatives from various state institutions and was created to coordinate activities in the field of SME development, ensure effective collaboration between KOBIA and state entities represented at SME Houses, and promote operational efficiency. Nearly 30 government agencies are represented in the Coordination Group.
