Issuance of investment promotion document for strategic investment projects continues

Up to now, 633 investment promotion documents have been provided to 528 entrepreneurship entities.

The issuance of an investment promotion document for strategic investment projects continues with the aim of expanding investment activity in Azerbaijan, increasing local production and further improving the business environment.

Until 1 January 2029, an investment promotion document is issued for projects in the following strategic areas:

-        production projects based on the local raw material base (metal ores, aluminum, oil, gas, chemicals, construction materials, cotton and cocoons);

-        projects for the production of equipment used for energy production from renewable energy sources;

-        energy production projects based on renewable energy sources;

-        waste management and recycling projects;

-        seawater desalination projects;

-        projects for the establishment of private industrial districts and production projects implemented by residents of industrial districts;

-        production projects of non oil and gas industry enterprises privatized through investment competitions held after 1 January 2023;

-        projects for organizing local production of products not produced in the Republic of Azerbaijan;

-        projects for the production of medicines and pharmaceutical products (excluding packaging activities);

-        projects for the repair of railway rolling stock and production of spare parts for it;

-        projects for the production of military purpose products;

-        projects for the production and processing of agricultural products implemented in agroparks;

-        projects for the production of fertilizers, pesticides, seeds and feed products used in agriculture;

-        projects for the sorting and packaging of agricultural products;

-        projects for the establishment of fourth generation greenhouse complexes (minimum 3 hectares) equipped with automated climate control systems;

-        projects for the production of agricultural machinery, as well as elevators, grain silos, cold storage facilities, and sorting, storage and packaging equipment;

-        projects for the production of industrial products in the field of information and communication technologies.

Projects that obtain an investment promotion document are exempt from land and property taxes, customs duties and VAT on the import of machinery, technological equipment and facilities for a period of 7 years from the date of issuance of the document, while a 50 percent discount is applied to profit or income tax.

Entrepreneurs may apply to the Ministry of Economy or to SME Houses operating in the cities of Baku, Ganja, Khachmaz, Yevlakh and Shusha to obtain an investment promotion document. For detailed information, entrepreneurs may contact the Call Center of KOBİA via number 131.

It should be noted that the investment promotion mechanism has been applied since 2016. To date, 633 investment promotion documents have been provided to 528 entrepreneurship entities. A total of 552 projects that have received an investment promotion document have commenced operations. To date, 6,604 supporting documents have been issued for the import of machinery, technological equipment and facilities worth US$1.5 billion, and entrepreneurs have received benefits in the amount of US$350.5 million from taxes and duties applied to imports.
