More than 80 services will be provided to entrepreneurs by public and private institutions at the “Ganja SME House”.

The SME House, the fifth in terms of number, has started operation in the city of Ganja. At the “Ganja SME House”, more than 80 services will be provided to entrepreneurs by 15 state bodies (Ministry of Economy, Ministry of Agriculture, Ministry of Labour and Social Protection of Population, Ministry of Ecology and Natural Resources, Ministry of Emergency Situations, State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, State Tax Service, State Advertising Agency, Food Safety Agency, Azerbaijan Land Transport Agency, State Customs Committee, “Azerigaz” PU, “Azerishig” OJSC, Azerbaijan State Water Resources Agency, Ganja City Executive Power). Entrepreneurs may apply to the “Ganja SME House” for business registration, tax, customs and export matters, licences, certificates of origin, permits for placement of outdoor advertising, obtaining special identification marks for vehicles and other permits, investment promotion document, food safety, veterinary and plant protection services, environmental permits and use of natural resources, social protection and employment issues, connection to utility services, and other services.

At the SME House, entrepreneurs will also be provided with “B2B” services by private organizations such as banking, insurance, consulting, leasing, translation and others. In total, at the “Ganja SME House”, entrepreneurs will be provided with “G2B” and “B2B” services through 33 service windows. In addition to Ganja city, entrepreneurs from surrounding cities and districts may also use the services of the “Ganja SME House”.

The SME Development Center and the SME Friend office, which will provide entrepreneurs with services such as consulting, training, preparation of business plans, and networking for business idea implementation, will also operate in this building. At the “Ganja SME House”, a conference hall, working rooms and other necessary infrastructure have also been created for organizing meetings and events with entrepreneurs.

Head of Ganja City Executive Power Niyazi Bayramov, Chairman of the Board of the Small and Medium Business Development Agency (KOBİA) Orkhan Mammadov, and entrepreneurs operating in the region have familiarized themselves with the conditions created for entrepreneurs at the “Ganja SME House” and with the service windows provided by public and private institutions.

It should be noted that the “Ganja SME House” is located at 166 Zarifa Aliyeva Avenue. The SME House will provide services to entrepreneurs 5 days a week, from 09:00 to 18:00.

Currently, SME Houses operate not only in Ganja, but also in Baku, Khachmaz (as well as a service center at the “Food City” Agropark in Khudat), Yevlakh and Shusha. The provision of services to entrepreneurs in a single location, rapid and convenient access to public services, and savings in time and operational costs are the main advantages of SME Houses. In total, at 

SME Houses, more than 300 “G2B” services are provided by 35 state bodies and 160 “B2B” services by 13 private organizations. As of 1 January 2026, nearly 1.5 million services have been provided to entrepreneurs by public and private institutions at SME Houses. In 2024, the SME House model was assessed by the OECD Centre for Public Sector Innovation as an innovative initiative in the field of services for entrepreneurs and recommended as a best practice. The SME House model is also in the focus of a number of countries, and cooperation documents have been signed with KOBİA for the study of this model.
