For which strategic sectors is the certificate of investment incentive issued? 20.04.26

The certificate of investment incentive provides, from the date of its obtaining, the right to benefit from the incentives defined in the Tax Code and in the Law of the Republic of Azerbaijan “On Customs Tariff” for a period of 7 years. Projects for which the certificate of investment incentive has been issued are exempt from land tax and property tax, as well as from customs duties and value added tax (VAT) on the import of machinery, technological equipment and installations. A 50% discount is applied to profit tax or income tax for these projects.

In order to further improve the business environment and increase local production in Azerbaijan, the period for issuing the certificate of investment incentive has been extended until 1 January 2029. According to the Decree of the President of the Republic of Azerbaijan dated 6 February 2026, the certificate of investment incentive is issued for projects in the following strategic directions:

- Production projects based on the local raw material base (metal ore, aluminium, oil, gas, chemical products, construction materials, cotton and silk);

- Energy production projects based on renewable energy sources;

- Waste management and recycling projects;

- Sea water desalination projects;

- Projects for the creation of private industrial zones and production projects implemented by residents of industrial zones;

- Production projects of non-oil and gas industrial enterprises privatized through investment competitions held after 1 January 2023;

- “First in Azerbaijan” projects implemented in the direction of creating economic activity sectors established for the first time in the Republic of Azerbaijan, promoting self-sufficiency with local products (import substitution) or increasing the export potential of the non-oil and gas sector;

- Pharmaceutical and medicinal product production projects (excluding packaging activities);

- Repair of railway rolling stock and production of spare parts projects;

- Production projects of military-purpose products.
